Guru ji could have, but it was Waheguru ji hukam.

Shaheed Guru Arjan Dev ji and Shaheed Guru Tegh Bahadur ji, could have stopped their shaheed as both easily could have destroyed the city of Lahore and Delhi, but they refused.

Guru Arjan Dev Ji pathsa said:

ਤੇਰਾ ਕੀਆ ਮੀਠਾ ਲਾਗੈ ॥ Thaera Keea Meetha Lagai || Your actions seem so sweet to me.

ਹਰਿ ਨਾਮੁ ਪਦਾਰਥੁ ਨਾਨਕੁ ਮਾਂਗੈ ॥੨॥੪੨॥੯੩॥ Har Nam Padharathh Naanak Mangai ||2||42||93|| Nanak begs for the treasure of the Naam, the Name of the Lord. ||2||42||93||

Also Guru ji, did not treat his Singh's our Kaur's different, to his actual sons. He treated them equally, Guru ji was plead many time to leave with his sons, but Baba Ajit Singh ji and Baba Jujar Singh ji themselves offered to fight.
