Well, you've touched upon a hot topic: What is a Sikh? Who decides who is a Sikh and who is not? The question can be asked and answered on many levels. My personal understanding is that I have no right to judge anyone. The Guru chooses his Sikh, not the other way around.

As for the video, there's no context. Perhaps this person was smoking in a clearly marked no smoking area. Perhaps it's these fellows job to enforce that. That said, the same result could most likely have been achieved without violence.
