Is it wrong to mislead someone?

Like is it wrong for person A to stare at person B and get them thinking that person A has feelings for them and then person B starts having feelings for person A and then when Person B confronts person A about it and person A tells them they never did that.

Is causing confusion to someone like this sinful? If yes, then how does God punish that person who causes the confusion? Who is at more fault, the one who starts this or second person who starts to believe something which isn't real?
