Such a black and white question :) You must read between the lines:

RAG GAURI, T’HITEE ~ THE LUNAR DAYS OF KABEER JEE On the fourteenth day of the lunar cycle, in the fourteen worlds and on each and every hair, the Lord abides. Center yourself and meditate on truth and contentment. Speak the speech of God’s spiritual wisdom. Ang 344

ASA, FIFTH HOUSE: I contemplate, forever and ever, the True Guru; with my hair, I dust the feet of the Guru. || 1 || Be wakeful, O my awakening mind! Without the Lord, nothing else shall be of use to you; false is emotional attachment, and useless are worldly entanglements. Ang 387

ASA FOURTH HOUSE: Hearing the Bani of the Lord’s Name, all my affairs were brought to perfection and embellished. With each and every hair, with each and every hair, as Gurmukh, I meditate on the Lord. I meditate on the Lord’s Name, and become pure; He has no form or shape. The Name of the Lord, Raam, Raam, is permeating my heart deep within, and all of my desire and hunger has disappeared. My mind and body are totally adorned with peace and tranquility; through the Guru’s Teachings, the Lord has been revealed to me. Ang 443

GUJRI, FIFTH HOUSE: Show Mercy to me, and grant me the Blessed Vision of Your Darshan. I sing Your Praises night and day. With my hair, I wash the feet of Your slave; this is my life’s purpose. Ang 500

WADAHANS, FIRST HOUSE: The Great Lord and Master is unknowable and infinite. || 6 || Your eyes are beautiful, and Your teeth are delightful. Your nose is graceful, and Your hair is so long. Your body is precious, cast in gold. His body is cast in gold, and He wears Krishna’s mala; meditate on Him, O sisters. You shall not have to stand at Death’s door, O sisters, if you listen to these teachings. Ang 567

SOOHEE, FIFTH HOUSE: O my Lord, I am a sacrifice to the humble servants of the Lord. I make my hair into a fan, and wave it over them; I apply the dust of their feet to my face.
Ang 749

BILAAVAL, FIFTH HOUSE: I perform service for Your slave, O Lord, and wipe his feet with my hair. I offer my head to him, and listen to the Glorious Praises of the Lord, the source of bliss. Ang 810

RAAMKALI SADD (The Call of Death): Finally, the True Guru said, “When I am gone, sing Kirtan in Praise of the Lord, in Nirvaanaa.” Call in the long-haired scholarly Saints of the Lord, to read the sermon of the Lord, Har, Har. Read the sermon of the Lord, and listen to the Lord’s Name. Ang 923

RAAMKALI KABIR JI: I honor and obey the Saints, and punish the wicked; this is my duty as God’s police officer. Day and night, I wash Your feet, Lord; I wave my hair as ... (more)

Mr Guruka Singh, Pleasse then enlighten me about the fact that if that's the theory 7 billion people on this Earth roughly cut their hair partially or fully. Should we come to a conclusion that all seven billion souls are sinners or not fully humans? or they don't have any chance of progressing in this Birth, unless they grow their hair

I never said anything to imply that people who cut their hairs are "sinners or not fully human" nor that they they don't have any chance of progressing in this birth unless they grow their hair." Where did that come from? Are you reading that into the Gurbani? I merely answered your question.
