I'm not really understanding what you mean by neutral answer, which is what you have requested on previous questions. But, I will answer to the best of my ability. Do please clarify.
Okay, onto the quote. This is a very interesting quote you have chosen, and it's understandable to have questions about the meanings beneath it. Without knowing the context or where you got it from, all I can say is that he is not criticizing God's existence in everything. If that were true, a lot of things said would be very offensive. Instead, I think what he is pointing out could be how certain environments effect people. God is INDEED in everything, but we must remember that God is ALL polarities. God is EVERYTHING, even dirt, crap, needles on a rose, a dog, gum on the bottom of your shoe. Dark and Light. He is all aspects of His Creation. Purity is reaching a neutrality, the purest frequency. The frequency that exists within Gurbani, the Guru. Out of all frequencies (vibes) that exist, Guru guides to the purest one. An environment can have negative, positive and neutral vibes. A place where a violent murder has occurred has a very negative vibe. A place of joy can have a very positive vibe. A Gurdwara has a neutral positive vibe. Impurities are the "junk" that accumulates from our egos, and mistakes that souls have made in their bodies from the play of the five vices. Those who have not mastered self control and have not tuned into the pure frequency in THEMSELVES can be effected by the frequencies around them. It's chaos. Having a neutral, meditative mind gives you clarity, so you can see where you are going and what to avoid and what not to avoid. It's not the environment, it is the relationship you have to the environment and if you can truly find the God in all places.

@meet: the quote sounding critical is a matter of opinion. You have to get past the "tone" and actually understand what it is saying. It's difficult to transcribe quotes in writing, because you don't get the advantage of tone, body language and other subtle cues. But, it's a good skill to learn.
But the quote is written in a very critical way...
