Is their a certain ammount of karma

For expample:

If I punched somebody would I be creating karma for myself and also carrying out karma for the person (who gets punched)?

Is karma simply carried out by the universe and dispersed or does it pass on through other actions? (Can it be destroyed?)

Karma is simply Newton's third law of motion: for every action there is an equal and opposite reaction. Every action (or spoken word) sets in motion a sequence that then leads to a consequence. We do not need to concern ourselves with other people's karmas; we only need to attend to our own. As we grow in awareness we gain the ability to check ourselves, i.e., observe how our own mind works and check words or actions that will create karma and choose not to say or do that. It's a constant process of self-awareness.
