Can Dasvandh be used as charity for national causes?

My name is Sagar Kumar. I am from Pakistan. Actually, it is anticipated that Pakistan may run dry by 2025. For that purpose the Chief Justice has made decisions to make two dams. Donations are required for that purpose. I would like to know if I could give my Dasvandh for this national cause.

dasvandh can be given for lots of different causes that will help people. but I think the important thing is that the money gets to where it needs to go and isnt eaten up on the way. I've never heard of donations for projects like dams which the government is arranging? That sounds odd... shouldnt the government pay from tax?
