Simply put the Mehl refers to the Guru Sahib who wrote that bani/shabad in SGGS. First Mehl to Guru Nanak, second to Guru Angad, third to Guru Amar Das, fourth to Guru Ram Das, fifth Mehl to Guru Arjan Dev and so on. Mehl doesn't refer to rag shabads but to the channel the shabad came through.
