Japji Sahib line explanation

There is a line I will paraphrase in Japji Sahib, 'by his WRITTEN command pleasure and pain are experienced'... I cant get my head around Waheguru 'writing' anything... Can anyone help me to understand this please, as its a stumbling block for me. Thank you so much :)
