What does rags on the outside mean ?

jinH pat andar baahar gudarh tay bhalay sansaar. Those who have silk on the inside and rags on the outside, are the good ones in this world.

Does God make his worshippers poor ? or This is just to console the poor in the world ?

It does not mean that God makes his worshipers poor, nor is it written to console the poor in the world. It means that when one is no longer trapped by ones own ego then one no longer feels the need to show off. Let us not judge by appearances. It's what inside that counts.
