Amrit Vela begins when the sun is 30 degrees below the horizon and ends when the sun rises, so last pehr of the night is correct. Rise in the Amrit Vela doesn't mean stay up all night. It means rise early, before the sun. This time of day is the clearest, sweetest, most powerful time of the day to do your daily sadhana.
